✨ Revamp the admin around packages, submissions, directories and billing

Sidebar layout on the monochrome design system, global search, and five new sections: submissions, learned form mappings, categories, activity log and system status. Packages get a show page with readiness and directory fit, directories get a structured field-map editor and bulk actions, users get billing state, API token rotation and session controls. Every admin action is logged and filterable.
